Federalism Meets Foreign Affairs: The Rise of State Regulation on Foreign Influence (Dec. 17, 2025)

Federalism Meets Foreign Affairs: The Rise of State Regulation on Foreign Influence (Dec. 17, 2025)

Recorded On: 12/17/2025

Though once considered the domain of federal law, states across the country are rapidly adopting new laws aimed at addressing foreign influence within their own borders. These laws vary in scope, ranging from registration and disclosure requirements akin to the Foreign Agents Registration Act (FARA) to outright bans on soliciting or accepting funds from certain foreign donors. This webinar will examine the accelerating trend, highlighting key features of these emerging laws, including the five new “baby FARA” laws, Florida’s new charitable solicitation restrictions on “foreign sources of concern” and recent developments around bans on foreign funding in state and local ballot measure campaigns. Participants will leave with a clear understanding of the current legal landscape and practical steps to manage compliance of this patchwork of regulation.
