Colorado passed the first comprehensive state AI law in the country, then repealed it before it ever took effect. In May 2026, SB 26-189, the Automated Decision-Making Technology Act (ADMTA), replaced the 2024 Colorado AI Act with a narrower, transparency-focused regime that takes effect January 1, 2027. This session will discuss what changed, what the new obligations actually require, and how to build a compliance plan before the effective date. We cover the shift away from the EU-style duty of care and impact assessments toward consumer notices, adverse-outcome explanations, and a right to human review. We also address the developer versus deployer split, the expanded definition of "consumer" to include employees and job applicants, enforcement by the Attorney General with penalties up to $20,000 per violation, and the open questions still pending in AG rulemaking and litigation.
