Justin A. Connor is a senior legal executive with more than 25 years of experience spanning law, regulation, technology policy, and global business. He currently serves as Director of International Chief Legal Officer Engagement at the Association of Corporate Counsel, where he designs high-impact executive programs and leads global CLO initiatives, and is also an Adjunct Professor at Georgetown University Law Center teaching In-House Law & Practice. His career includes senior in-house, regulatory, and international roles at legal departments, law firms, as well as prior service at the FCC’s International Bureau. A former Fulbright Scholar, he advises boards and C-suites worldwide and is admitted to practice in New York, Massachusetts, and Washington, DC.

Meredith Brown

Meredith Brown is a Senior Managing Director in the Technology segment and is based in Chicago. She is one of the leaders within FTI Technology’s global law department operations practice. Meredith is an expert in advising legal departments on their digital journeys to optimize the customer experience and transform the legal function. She works closely with clients to enhance service delivery to legal department partners, increase productivity, and drive revenue generation opportunities through innovative approaches leveraging design thinking principles and agile methodologies. Meredith has a proven track record of devising and implementing end-to-end digital transformation solutions incorporating strategy, technology, people, and process improvement. Prior to FTI Technology, Meredith worked at UnitedLex, Consilio and Huron Consulting Group assisting corporate legal departments with business process improvement, strategic planning, and enablement through the use of technology solutions. Meredith earned her B.A. in economics from Bryn Mawr College and her JD from Villanova University. Relevent Experience: Developed the operating model (resourcing, technology, process flows) for a to-be formed Consumer Healthcare legal and compliance function. Led the divestiture and post-merger integration of a public defense contractor, designing organization structure, operating procedures, and technology strategy. Assisted with the merger and post-merger integration of two Fortune 500 legal departments, resulting in 41% annual run-rate savings. Designed and implemented first-of-its-kind enterprise legal transformation solution, managed the workforce optimization execution, and converged data from over 20 repositories to 8 enabling technologies.

Sara Hall

Chief Legal Officer and General Counsel

ALSAC, St. Jude Children's Research Hospital

Sara L. Hall has served as Chief Legal Officer and General Counsel of ALSAC, the fundraising and awareness organization for St. Jude Children’s Research Hospital, since 2010. She has transformed ALSAC’s legal function to meet the needs of one of the nation’s largest healthcare nonprofits and oversees all trademark and brand-protection activities for the St. Jude brand. Her responsibilities extend well beyond traditional legal work, including leadership of ALSAC’s national bequest program, its property and complex asset acceptance programs, and real estate strategy for the St. Jude campus.

Sara has played a central role in the +$12B St. Jude campus expansion. Her regulatory expertise and relationships have secured more than $60M in state and local infrastructure funding not typically available to nonprofits. She has negotiated the acquisition of more than 50 challenging parcels, adding over 50 acres to campus, and has obtained hundreds of government approvals enabling major construction projects.

Earlier in her career as City Attorney, Sara spearheaded changes to state and local law to support community action against blighted properties. At ALSAC, she helped draft legislation creating community-led tax increment financing (TIF) opportunities in underserved areas. She then served as lead applicant for Memphis’ first community-driven TIF, securing approximately $96M for blight elimination and neighborhood improvements around the St. Jude campus.

Sara’s innovative initiatives include oversight of the St. Jude national sweepstakes and legal strategy for the Inspiration4 civilian space mission campaign, which sent a civilian and former patient-employee to space, was announced during a SuperBowl ad, and raised more than $200M for St. Jude.

Her board service includes Innovate Memphis, 8 years for MIFA, on the executive committee, and the UT Liberal Arts College.

With more than 30 years devoted to Memphis, Sara has spent over 20 years as chief legal counsel for ALSAC, the Memphis Airport Authority, and the City of Memphis, and has led major operational divisions including Human Resources and the City’s Pension Board. She enjoys travel, hiking and yoga as a 30-year advanced Yoga Alliance certified practitioner, and time with her adult children, Allison (26) and Colin (23).

Thomas Chow

Thomas Chow joined Strategy in December 2025 and serves as Executive Vice President & General Counsel, bringing more than 20 years of legal, policy, and operational leadership across digital asset, fintech, and software companies.

Thomas Chow is a strategic executive, operator, and advisor with over 20 years of experience in scaling public and private technology companies. He seamlessly communicates in three languages: 1) the technical knowledge of founders and engineers that researches and develops products, 2) law and public policy that reduces risk and enables compliance by executing against digestible action items, and 3) corporate strategy that drives revenue, business opportunities, and organizational maturity.

As a leader of leaders, Thomas develops, coaches and mentors people across various functions who move on to bigger and better roles, or become his successors in leading administrative, legal, and operational functions. He has established legal, compliance, and policy teams at companies covering e-commerce, financial services (fintech), digital advertising (adtech), and social media. Across these roles, Thomas has overseen business operations in information security (cybersecurity), strategic planning, global expansion, human resources, facilities (real estate), government affairs, and risk management. He understands both the business operations and technical aspects of companies as a former IT professional and systems architect.

Before joining Strategy, he was Chief Legal Officer at Chia Network and Permuto Capital, and General Counsel at PubMatic (NASDAQ: PUBM). He previously held senior legal roles at Snap Inc., and Exponential Interactive. Earlier in his career, Thomas worked in IT systems and network operations. He holds a B.A. in Sociology, with honors, from the University of California, Berkeley, and a J.D. from the University of California College of the Law, San Francisco.
